Carroll Cave Conservancy - March 11,
2001 - Meeting Minutes
The 11th meeting of the Carroll Cave Conservancy convened at 1:10 p.m. at
the
Lake Ozark, MO City Hall meeting facility. The meeting was called to
order
by Rick Hines. The attendees were as follows:
Jeff Andrews, Kim Andrews, Greg Buckley, Bill Copeland, Steve Dalton,
Terry
DeFraties, Jeremy Eaton, Marty Griffin, Peddgie Heinz, Rick Hines,
Lawrence
Ireland, Ron Lather, Eddie Simmons, Jim Stamper, Kathy Sumner, Lisa Teufel,
Ryan Thompson, Carl Wagner, Aaron White, Chris Wolters
Members were asked to sign the attendance sheet and take a packet that
included: the meeting discussion outline, Constitution and Bylaws,
Proposed
Access Control Policies, Fundraising Committee Report, and a list of paid
members and their membership numbers. The meeting was led by Rick Hines
and
followed the discussion outline that he distributed to the group.
Kathy Sumner summarized the minutes of the last meeting.
Treasury Report:
·Treasurer, Wayne Burnett, was not able to attend - Rick reported that
CCC
still has just a little over $4,000.00 in the treasury.
Bylaws:
·Bylaws committee member, Ron Lather, referenced the Constitution and
Bylaws
that were included in the packet and posted on the website prior to the
meeting. The motion to adopt the Constitution and Bylaws was
carried.
Membership Policy:
·Membership committee members were not able to attend. Rick
reported that
the recommendations for the Membership Policy presented by the membership
committee at the last meeting have been finalized and will be incorporated
into the bylaws.
·There was some brief discussion on the logic for assigning membership
numbers with a consensus that new members with no sweat equity will get a
number over 100.
Access Control Policy:
·Eddie Simmons referenced the proposed Access Control Policies that were
included in the packet and posted on the website prior to the meeting.
The
motion to adopt the Access Control Policies was carried. Rick will
ask Bill
Hays, the CCC's pro bono attorney to look over the wording of the Access
Control Policies for any liability issues. The Access Control Policy
will be
referenced in the Bylaws.
Survey Standards:
·A motion to adopt the Survey Standards proposed by Tom Lounsbury at the
December 3 meeting was carried.
Landowner Relations:
·Rick reported that Greg Fry is working with the power company to get
electrical power to the drill site. The cost will be approximately
$300
including a new transformer and should be in soon. The monthly bill
should
be nominal when we don't use power.
·Several members inquired as to whether there were plans to set a date to
clean up the original dig site. The consensus is that cleaning the
old site
will be ongoing during the jackhammer work dates. There was also some
discussion regarding how many vehicles should be driven to the drill site
on
work dates with everyone agreeing that only those vehicles bringing in
gear
should drive all the way to the drill site.
·Terry DeFraties volunteered to look over the schoolhouse and devise a
plan
and estimate the cost of materials to restore it.
Entrance Hardware:
·Gerry Gattenby was not able to attend. Rick reported that Gerry's
employer
is still planning to donate a silo to CCC that will be used to create a
structure around the drill site.
Fundraising:
·Bill Copeland has stepped forward to lead the fundraising committee.
He
referenced his report that was included in the packet, which has copies of
letters of inquiry to two foundations. He reported that he has found
500
foundations on the web so far, but he considers only six likely to donate
to
an organization like ours. Most conservation groups deal with a
specific
geographic location or have other restrictions. Letters of inquiry
to the
other four will go out shortly.
·Bill recommended that CCC continue to seek small donations to fund day
to
day operations but also continue to solicit grants for the expensive
projects.
·The idea for a biscuit & gravy fundraising breakfast at the next
MVOR has
been put on the back burner for the time being as the key organizers have
scheduling conflicts with their employers during the next MVOR dates.
·The directors gave Bill the OK to place a $50 ad in the MVOR literature
highlighting CCC and requesting donations.
Web Page:
·Webmaster, Marty Griffin, reported some improvements to the CCC Website.
Steve and Lisa Dalton connected CCC with cdoc.net who are donating space
on
their web server worth $1,000.00 per year. Marty reported that this server
is
"cave friendly", there will be no pop up ads, the site will be
more secure,
and CCC will have control over our own programming and forms. The address
is
the unchanged (www.carrollcave.org).
·Rick reminded members that the Website is the best way to keep up with
CCC
developments between meetings.
Rescue Pre-Plan:
·Rescue Committee Chairman, Greg Miller, was not able to attend. Terry
DeFraties reported that Greg is keeping him in the loop on the progress of
the Rescue Pre-Plan development.
New Since Last Meeting:
·Jason Percival did the backhoe work to dig 9 feet to bedrock for
placement
of the tripod over the hole.
·The hole was plugged by debris on the first jackhammer work date and has
since been unplugged.
·Electrical power to the drill site has been ordered (see Landowner
Relations).
·Greg Buckley has helped obtain a compressor, jackhammer and hose
·Eddie Simmons is working on obtaining a 5' pipe for shoring
Other New Business:
·A motion was carried for Ron Lather to represent CCC as an affiliate on
the
MSS Council.
·Lawrence Ireland reported that he presented CCC's proposed policies at
the
last MCKC meeting and had a good reception.
Plans:
Rick outlined plans for the immediate future:
·Obtain, cut, and place pipe to shore the 9' dug by the backhoe around
the
hole.
·Repair and test the compressor, jackhammer and hose.
·Continue jackhammering to enlarge the 9" hole into a 3' hole - test
progress.
·If jackhammering doesn't work, CCC will continue to raise funds to
drill.
Next Meeting:
The next meeting will be held in July, 2001 - the exact date, time and
location to be announced. Check the Website.
